I don't see why not. I don't think it's a requirement to have a degree in Japanese to be a translator. I think they would hire you based on your ability rather than on your degree.
How many years of Japanese would you be required to take if your minored in it versus if your majored in it? Would you be considered fluent if your minored in Japanese? I think you probably would. At the university I work at, there is a major in Interpretation and Translation Studies.
