Do you need someone to create a software or are there companies that sell these already translators.If you are building your own language translator for a project can you buy the software?
Yes you can buy language translation packages from a few suppliers although it will depend on the software language you are using as to what your options are.
However if you are building it as a project isn't the idea that you write it yourself?
