How can I be a freelance language translator?

A friend of mine has done exactly that. He got a business license first. Then he went to all the area bail bondsmen, introduced himself, and left his card. He gets enough business now that he doesn't have to do anything else. All he does is interpret for Hispanics who have been arrested. He isn't even certified by the court....How can I be a freelance language translator?
First, I'd have to assume that you know both lanugages well enough to do a good job. Then you need to find a way to let others know about your services. If you want to work only locally, you should contact places that use translators. If you want global work, a Web site is a great idea.
